Public Affairs - Head of Energy & Environment Location London Ipsos MORI’s Energy & Environment Policy Team is a multi-disciplinary team of social policy researchers, evaluation specialists, and economists working specifically in areas of environmental, energy and sustainable development policy. We work with public institutions to provide robust research and evidence on the effectiveness of public policies and programmes.The team has grown rapidly over the last 5 years, initially with studies for UK Central Government and Agencies, and increasingly the European Commission and international institutions (such as the World Bank). A key driver of growth has been in the areas of sustainable, low carbon and economic development, innovation and infrastructure policy.We have a growing portfolio of high profile impact and economic evaluation studies for the Department for Business, Energy and Industrial Strategy, the Department for Transport, the Department of Environment, Food and Rural Affairs, UKRI and the World Bank. Our current and recent studies have involved assessments of the impacts of a range of initiatives, including: Subsidies for research and development activity across the manufacturing, advanced materials, life sciences, and enabling technologies sectors. Support for automotive manufacturers in the UK to accelerate the development of electric engines. Locally focused Air Quality Plans, including exploration of impacts related to transport, active travel, local infrastructure and planning measures. An innovation competition to help commercialise digital applications exploiting the roll out of smart meters in non-domestic settings. Energy audit activity to encourage uptake of energy efficiency measures in businesses. Supply of climate finance to emerging markets to accelerate investment in energy efficiency and renewable technology projects. Supporting national governments in Asia, Africa, Latin America and Eastern Europe develop carbon markets. The roleAs the Business Leader, you will lead the team in business development, leading on winning proposals and identifying opportunities for further growth, while supporting the team and wider management of the business.You will be responsible for the direction and delivery of projects of large scale quantitative and qualitative policy evaluations, managing inputs from both evaluators, and research teams.You will have the opportunity to work in a range of policy areas to scope and deliver studies exploring effectiveness of interventions in national and international contexts and their impact. What you will be doing?This is an interesting and varied role including: Team and business leadership within the largest social research and evaluation business in the UK; Directing medium and large-scale evaluation studies, from design to findings and recommendations; Developing strategic client relationships while ensuring projects are delivered to budget and timescale; Working closely across research and evaluation teams to execute evaluation studies; Drafting accessible and concise reporting outputs of evaluation findings; Presenting results to clients and stakeholders; Leading evaluation proposals, supported by a wider team; Leading on thought leadership and business development in the team; Setting the strategy and direction for the team and drawing up business plans; Line management of staff. We are seeking someone who has proven ability to lead and grow a business as well as extensive experience delivering evaluation or advisory projects in a commercial environment for government.The Energy and Environment team has a strong work ethic, with a total dedication to solving clients’ issues in this policy space and we are looking for a leader who can develop both the team and the business further.In return, you’ll get to work in a close-knit team who are incredibly talented and passionate about what they do. You’ll build relationships with clients and stakeholders, develop expert policy knowledge, deliver impactful work; as well as develop yourself.Skills requirement: Proven ability to lead and grow businesses within a commercial setting; Extensive experience delivering evaluation or advisory projects in a commercial environment for government; Expertise in quantitative approaches to evaluation problems; Proven ability to manage evaluation projects to timescale and budgets; Proven ability to lead on research and evaluation proposals; Experience of social research methods; Enthusiasm for business and team development; Outstanding communication skills; Highly Desirable: Familiarity with econometric methods or quasi-experimental evaluation designs and/or economic impact evaluation; Highly desirable: Experience in environment, energy and/or low carbon development policies and/or innovation and R and D programmes; Desirable: Expertise in environmental impact modelling.
