Social Care Packages Brokerage Manager

Job Category: Social Care Job Location: London, Greater London, United Kingdom Our local authority client has a contract vacancy for a Social Care Packages Brokerage Manager in their Adult Social Care and Health Department. Job Purpose: * To manage the brokerage and placement function for complex and specialist care packages within the prescribed timeframes, budget and quality. * To manage the Contracts and Quality Development Officers to improve outcomes for service users. * To develop the use of frameworks and other existing placement management structures as appropriate. * To manage and have oversight of (through the Category Manager post) all residential and nursing block contracts, and to act as the strategic relationship manager for these providers. * To maintain oversight of the use of residential and nursing placements, and to identify whether providers are contracting with the organisation in the most efficient manner. * To contribute to the maintenance and development of appropriate high quality data sets, including maintaining overall responsibility for information around individual placements. * To lead the development of the brokerage function, including the establishment of a joint function with health (Continuing Health Care) as appropriate. * To be responsible for line managing the Contracts and Quality Development Officers, supporting and guiding them against the organisations overall strategic procurement objectives. Duties and Responsibilities: * To proactively and assertively use the brokerage process for finding creative and cost effective solutions for people with complex and specialist needs. * To develop a planned and systematic process for early identification of service users who would require a specialist brokerage approach. * To broker an effective working relationship between the Children's team and Adult Social Services Care Management team to balance different working practices in relation to service users in transition. * To lead on working with service users and their families to develop outcomes focused support plans. * To lead on identifying gaps in the market and developing appropriate services in conjunction with the Commissioning Officers. * To lead on cross authority work to ensure that the regional market for complex and specialist service is of high quality, outcomes focused and cost effective providers. * To develop of formal policy and procedures for self-directed support including direct payments and personal/individual budgets which link in to existing assessment and care management procedures. * To ensure procurement strategies and process achieve full integration with category management strategies and deliver effective service oversight and control mechanisms. * To demonstrate a high level of political and commercial awareness, coupled with a strong understanding of the procurement policy objectives and goals. * To ensure the Organisation's data quality and information rights compliance by managing the administration of information, application systems, technology and staff so that the business unit complies with the Organisation's Information Management related policies. * During audits, to be able to demonstrate compliance with policies by the production of satisfactory supporting evidence. * To be fully familiar with our Safety Policy and Codes of Practice and guidance relating to their area of work and ensure that all duties and responsibilities are discharged in accordance with them. * To be aware of and work in accordance with the Organisation's child and adult protection policies and procedures in order to safeguard and promote the welfare of children and adults and to raise any concerns relating to such procedures which may be noted during the course of duty. Qualifications and Experience * Professional qualification and preferably commissioning development or formal commissioning qualification. * Understanding of the statutory framework for Nursing and Residential Care. * Understanding of the CQL regulatory framework. * Proven experience of leading and working at a senior level in complex environment in public / charity or private sector. * Proven experience of leading placements brokerage teams and guiding teams to deliver good outcomes and value for money. * Proven experience of successful interaction and working diplomatically, preferably in a democratic environment at corporate, board level. * Experience and skills in managing high financial value projects and managing their significant associated risks. * Skills in and knowledge of contracting models and use of levers to drive change and achieve outcomes. * Understands market management and has proven experience of developing and maintaining provider / commissioner partnerships in shaping the specialist market.
