Our approach is a pragmatic one, challenging where appropriate and professional in all areas of delivery Brief Description As Senior Employee Engagement Manager, you will be responsible for the implementation of Network Rails employee engagement strategy, providing subject matter expertise to the organisation in respect of employee engagement. A strategy for measuring employee engagement has recently been approved by the Executive Leadership Team, so this is an exciting time to joint the team. The initial focus will be on increasing the frequency of engagement surveys by introducing regular pulse surveys during the year. The current supplier contract is also coming to an end, so the role holder will also be responsible for managing the tender process to select a supplier of employee engagement surveys for the future. About the role (External) Key accountabilities include: Manage the employee engagement strategy through collaboration with key stakeholders, and project manage the business as usual activities to support an increased level of engagement across the organisation. Provide subject matter expertise for employee engagement across Network Rail to enable delivery of the engagement strategy across key stakeholders. Lead and deliver the implementation of the approach to employee engagement across Network Rail to deliver the agreed service to regions and functions. Synthesize and balance the range of regional/functional and Executive Leadership Team (ELT) business requirements for employee engagement measurement to deliver an approach that meets customer needs within budget, resources and timescales. Work with and upskill HR colleagues and HR Your Voice leads to advise and equip them to identify what will have most impact on engagement in their business area, support their engagement activities by providing the tools to do so such as; guidelines, training materials, slides, on-line tutorials and briefing sessions. Work collaboratively with procurement in order to manage the tender process to secure the services of an external employee engagement survey provider that meets business requirements to deliver the engagement measurement service to regions and functions. Manage the relationship with external suppliers to lead the delivery of companywide engagement surveys and other surveys to support the engagement strategy, so surveys are delivered on time, within budget and meet requirements. Develop the methodology and approach to engagement measurement to improve both efficiency and effectiveness, including investigating and testing new innovations to support improved deployment and increased participation. Through collaboration with Finance, deliver the reporting requirements for the national scorecard for Network Rail and all Regions, maintaining timely submission and continual review of full year forecast as the strategy for engagement embeds across the organisation. Deliver the periodic reporting requirements for the HR scorecard by timely submission and continual review as the strategy for engagement embeds across the organisation. Control HR engagement finances so that the correct protocols for purchase orders and invoices are adhered to and expenditure monitored and reported as required. Job Skills, Experience and Qualifications Essential Demonstrable successful relationship, interpersonal, and communication skills with both internal and external stakeholders including management relationships at ELT and HRD level with Trade Unions. Successful experience of presenting options and key information for agreement at senior level. Ability to evaluate and interpret data and analytics to identify trends and provide recommendations in line with key drivers of engagement. Project management experience within an HR environment. Practical understanding of developing, implementing and managing employee engagement within a large organisation. Confident operating at all levels of the organisation with the ability to work calmly under pressure in a complex and at times ambiguous, matrixed environment. A team player, effective at managing a varied network of people. Proven successful experience in managing service level budgets, scheduling and forecasting within the financial envelope. Proven IT experience in Microsoft packages; Word, Excel, Outlook, PowerPoint, SharePoint and other intranet software. Flexible can do approach to meet the changing and varied needs for engagement activity across the organisation. Desirable Membership of Chartered Institute Personnel & Development (CIPD). Membership of Association of Project Management (APM). Experience of working and managing relationships within a highly unionised environment. Trained in project methodology. Good understanding of periodical reporting requirements for scorecard measures. Experience of managing a team member. Experience in managing a supplier tender process.
