Health Integration Policy Lead


JOB TITLE: Health Integration Policy Lead
LOCATION: Working remotely, but some expectation to be in the office in Kingston upon Thames
PAY RATE: £600 per day via an Umbrella Company (PAYE/Deemed Employment options available)
DURATION: 6 months
IR35 STATUS: Inside

Role Purpose

  • To provide expert insight, policy advice and direction to the Corporate Leadership Team (CLT) in relation to health and social care integration with a clear ambition to drive forward the work of Surrey's Integrated Care Systems and ensure we make best use of the freedoms and flexibilities available to us as part of Surrey Heartlands Devolution Deal.
  • In collaboration with CLT, design and implement a strategic plan for transforming the system architecture and moving towards single fully integrated leadership of the health and care system.


To provide expert insight, strategic advice and policy support to the Leader, Cabinet Members and Corporate Leadership Team (CLT) in relation to health and care integration.

To support manage the effective development of devolution asks, coordinating work to secure further devolved responsibilities / powers / freedoms that will both strengthen and complement Surrey's ambitions for public service reform.

To lead on active promotion and delivery of the Health and Wellbeing Strategy, ensuring this is a key driver across the partnership and liaising with colleagues to ensure appropriate resources are identified and allocated across the system to deliver effectively.

Working with the Executive Director for Strategy and Commissioning to develop and implement integrated planning processes between the Local Authority and the CCGs.

To ensure effective management of business across Health and Wellbeing Board (HWBB), Surrey County Council, Surrey Heartlands ICS Board and System Oversight and Assurance Group, and Frimley ICS Board.

  • Work with CCG colleagues within Surrey Heartlands on the strategic flow of business which enables the appropriate space for the big priority discussions and escalation where needed from Finance/Performance/Recovery Boards.
  • Ensuring appropriate interface with HWBB and alignment with formal decision-making process across health and care (such as the Committee in Common and Surrey Commissioning Collaborative)

To support the ED for Strategy and Commissioning and other senior managers to develop and implement integrated commissioning functions, including mental health, Continuing Healthcare, carers and learning disabilities


Directly accountable for the integration programme with transformation budget resources of up to £500k.

Indirect impact on the budgets across health and care and decisions to ensure a financially sustainable system going forward.

The post holder will manage up to 5 direct reports in either a direct or matrix style management approach.

Knowledge, Qualifications, Skills and Experience

  • Membership of appropriate professional body or evidence of continuing professional development (CPD).
  • Knowledge of principles and practices gained through extensive experience and development in a specific field.
  • Extensive understanding of the broader contextual factors affecting the role.
  • Ability to balance policy development with effective operational management.
  • Ability to deploy advanced skills to inspire, motivate, coach and develop team members to high levels of performance.
  • Highly developed written and verbal communication skills with the ability to influence and engage high level internal and external stakeholders effectively.
  • Proven ability to manage budgets and available resources to deliver effective support to their area of responsibility.
  • Proven ability to manage and deliver change programmes and apply effective project management
  • Excellent analytical thinker able to apply a significant degree of evaluative judgement and provide practical and creative solutions.
  • Political sensitivity with an ability to make progress in complex policy areas and a strong belief in the value of local democracy and accountability.
  • Commitment to Surrey County Council's values and behaviours and equal opportunity policy, with an ability to demonstrate personal leadership on the importance of diversity
  • Significant knowledge of the health and social care integration agenda
  • Experience working within health and care arena at a senior level.
