READ MORE Hours per Week: 37 Monday – Friday, normal working hours This opening assignment is for 3 months What's involved with this role: The successful applicant will be working from home, but site visits in the local vicinity of North Lincolnshire will be required. Lead the council’s highway development control function and day to day operation of the team Post holders will be expected to be flexible in undertaking the duties and responsibilities attached to their post and may be asked to perform other duties, which reasonably correspond to the general character of the post and are commensurate with its level of responsibility. Specifics: Assess the highway and surface water drainage implications of planning applications to set deadlines and provide expert guidance to the council’s planning officers as to whether highway and surface water drainage related refusals, conditions or restrictions should be recommended on such applications so as to control the effect of developments on the existing highway and surface water drainage infrastructure. Appraise developers’ proposals and advise them on highway and surface water drainage matters so that the council’s legal obligations in respect of the same are fulfilled and its position with respect to future maintenance commitments is not compromised. Lead the Highway Development team and supervise the work of the highway development services officer and assistant and to be responsible for the day to day management of highway development services. Also to assist with staff training and development to enable individuals within the team to achieve their maximum potential. Provide courteous, professional and technical responses to written and verbal enquiries from a range of individuals and organisations, including dealing with stressful and confrontational situations, so that the council fulfils its public service obligations and commitments. Also to assist from time to time in other functions within the service area. Prepare highway evidence for planning appeals and to attend appeals and inquiries to give evidence on behalf of the Highway Authority, so that the council’s position is protected in these matters. Provide advice, determine and recommend solutions to complex problems in the functional area, which enable well-informed decisions to be made and which maximise the chances of those decisions achieving the most appropriate and advantageous outcomes for the council. Represent the Highway Authority at Planning Committee and offer advice and clarification as may be needed to enable the elected members to make fully informed decisions. Represent the Council in respect of the Highway Development Control function on inter directorate working groups and outside bodies as necessary. Establish and co-ordinate relations with stakeholders including interest groups, Highways Agency, the police, funding and regulatory bodies, elected representatives, Town and Parish Councils and members of the public, to ensure that highway control issues are effectively and safely managed. Prepare material for and attend such meetings as may be required internally and with outside agencies and communities, both within and outside normal office hours, and in doing so act as representative of the council on highway development related issues. Deputise for the Highway Development & Strategic Flood Risk Manager as required. Assess the need for, and ensure systems are in place that enable, accurate, contemporary records to be kept of all relevant information in order that the authority can make such records readily available in future insurance or litigious situations. Ensure compliance with relevant Health and Safety legislation, including Construction Design and Management Regulations 2007, in all aspects of work undertaken so that the post holder’s own safety, and the safety of working colleagues and occasional visitors, is safeguarded so far as is reasonably practical. Perform winter maintenance and other emergency duties, including participation in out of hours rotas, as necessary to ensure the council fulfils its statutory obligations and achieves its stated objectives in respect of these functions, as required. .
