The role manages the delivery of commissioning, transformation and service improvement activity across the directorate. It provides strong leadership and effective management to a portfolio of cross-functional commissioning and transformation projects and their associated contracts to achieve improved outcomes for Customers. A track record of successfully leading and managing complex cross-functional projects and programmes to time and on budget. Proven experience of evidence based commissioning, applying strong analytical skills and lateral thinking to develop commissioning/ transformation strategies, plans and service solutions Evidence of successfully managing and mitigating risks including those of a service, commercial, financial procurement and political nature Experience of developing and delivering performance and/or contract management frameworks. Proven experience of developing and maintaining provider / commissioner partnerships in shaping the specialist market. Experience working collaboratively with partner organisations to maximise opportunities. Experience of managing complex procurement projects and tendering activities. Proven experience of successful interaction and working diplomatically, preferably in a democratic environment at corporate, board level. Experience and skills in managing high financial value projects and managing their significant associated risks. Skills and experience in co ordinating programme and project management. Proven experience delivering value for money in specific contract areas across the whole commissioning cycle. Experience and skills in constructing detailed business cases. Experience of developing joint ventures and working collaboratively with partner organisations to maximise opportunities. Evidenced excellent commercial skills and business acumen. Proven skills and experience of the use of research and development, analysis and modelling on which to test hypotheses. Knowledge & Skills: Evidenced knowledge of key issues and considerations in relation to commissioning, procurement, contracting and transformation activity within the service and relevant policy and legislation. Demonstrable specialist knowledge across specific contracts in adult social care Evidenced understanding of the legal and regulatory framework of public sector contracts, procurement and other relevant legislation Proven understanding how to construct measures and metrics and their use in demonstrating achievement. Detailed knowledge and experience across procurement and/or contract management of adult social care services and/or supported housing A strong understanding of the social care and/or supported housing market as a whole. A clear grasp of how placements, procurement and contract management play a central role in the commissioning of effective services in each of the three local authorities. Ability to demonstrate a sound understanding of the policy context of public sector social care organisations and health organisations. Understands market management and has proven experience of developing and maintaining provider / commissioner partnerships in shaping the specialist market. Evidenced excellent influencing and negotiation skills to drive and manage change and deliver strategic priorities. Evidenced innovative and imaginative approach and the ability to identify new and credible options for service development. Proven stakeholder management and engagement skills, combined with evidence of political awareness and sensitivity to stakeholder needs and priorities. Excellent interpersonal skills with the ability to establish positive working relationships with staff at all levels, corporate colleagues, external organisations etc to generate confidence, trust and respect.
