This brings with it significant opportunities to establish our own operational ICT team and thereafter to transform our ICT to provide efficient, effective and modern services to our staff and officers. The main purpose of the role is to stabilise and rationalise legacy reporting solutions assist in migrating those required to Microsoft/Windows-based solutions.

Main Responsibilities

To establish a road map for the long-term treatment of all legacy reporting applications, including recommended priorities.

To lead, coach, and develop managed staff, and ensure that team members are working in accordance with the ICT team ethos and architectural principles.

To ensure that the input of staff and officers using the applications and services (as gathered by business partners) are factored into proposed treatments.

To build and maintain relationships with the strategic service partner and other suppliers (including police forces with whom we collaborate) with a stake in our reporting solutions.

To collaborate with suppliers/partners to design and deliver solutions that fit with our technology stack, represent value for money, and have sustainable longevity.

To support continuing reporting applications, ensuring they are stable and available.

To provide technical expertise in the event of an outage impacting any well used reporting application, liaising with ICT managers and suppliers through to resolution.

To provide leadership regarding any interfaces between well-used reporting applications and other solutions used within the force.

To ensure that the continuity/recovery arrangements for any well-used reporting applications are agreed with relevant officers in staff, in place and tested regularly.

To contribute to the effective service management of related suppliers, working closely with ICT Operational Services Manager and other colleagues.

To ensure that architecture and technical support documents are developed and maintained to enable both improvements/replacements and effective support in the interim.

Oversee the safe regular upgrade of any well-used reporting application during the rest of its life.

To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.



Bachelor's degree in software engineering or similar or substantial knowledge gained through ICT development experience

Professional qualifications in development utilising the Microsoft data platform, databases and/or data management


Experience supervising staff and managing workloads

Experience analysing the solutions landscape and proposing treatments

Experience working with partners/suppliers to design and deliver solution replacements

Experience managing outages to important ICT systems

Experience managing applications in conjunction with suppliers/partners

Experience ensuring required interfaces between systems are efficient and supportable

Experience establishing and testing ICT continuity and recovery arrangements

Experience overseeing upgrades to applications

Experience of distributed data systems at scale

Experience of implementing technical controls to ensure compliance with legislation and security policies e.g. DPA 2018
