Page 1 of 4 Role Profile: Deputy Director Portfolio Management : July 2020 POST CONTRACT Permanent – subject to confirmation of further funding REFERENCE NO R2R 004-20 REPORTS TO ROLE PURPOSE/SUMMARY IVCC is seeking a Deputy Director Portfolio Management. Portfolio Management is central to ensuring IVCC’s R&D investments are aligned with the organisation’s strategic priorities and with funder requirements. As a Product Development Partnership, IVCC’s success is founded on delivery of the IVCC Public Health Product Portfolio from discovery through development to market launch, relying on strong relationships with industry partners, expert contract research organisations and academia. SCOPE The role reports to the Director Portfolio Management and will involve taking on responsibility for assigned key elements within IVCC’s R&D portfolio and also project management. The portfolio team is accountable for developing and delivering a portfolio (including portfolio design, project selection, insecticide resistance management, regulatory strategy, project prospecting and acquisition, monitoring and review) for the development of novel Public Health products within the overall strategy of the IVCC. The scope of activities of the portfolio management team includes working collaboratively with the IVCC Technical and Market Access teams to manage a portfolio of multifunctional R&D product-focussed projects. ROLE SPECIFIC RESPONSIBILITIES KEY RESPONSIBILITIES KEY ACTIONS These set out how the Key Responsibilities will be achieved 1 Strategy and vision To assist the IVCC Portfolio Director in developing the IVCC business and strategic goals to manage IVCC’s R&D portfolio and to monitor progress against plans. To identify innovators who can bring forward practical proposals and develop these into novel vector control solutions. The focus is on active ingredients with novel modes of action, repurposed insecticidal active ingredients and formulations, to block indoor and outdoor transmission of malaria as well as impact other vector borne neglected tropical diseases. To carry out other duties that allow IVCC to deliver on its mission of building and maintaining partnerships that create innovative solutions to prevent disease transmission by insects To contribute as a thought partner to stakeholders on product development challenges, metrics, internal training, best practices and approaches, and assist with identifying solutions Page 2 of 4 Role Profile: Deputy Director Portfolio Management : July 2020 2 Portfolio Management To contribute to the proposal process to solicit and analyse potential product development projects and to prioritise and manage the adoption, continuation and termination of projects in a constrained portfolio. To identify project needs and assist in the management of the agreed project portfolio of novel active ingredients, including development of proposals, project agreements and contracts with partners in line with IVCC process and policies. To contribute to IVCC’s resistance management policy and regulatory strategy. 3 Project and Programme Management To act as a main point of contact between IVCC and industry partners for specific projects, to monitor progress, risk identification, issue identification and problem solving and to provide guidance To support the Director Portfolio Management in the management of the IVCC External Scientific Advisory Committee (ESAC) composition and process As a member of the portfolio team, ensure adequate governance and information systems are in place to support effective project management Identify and assess key risks at the project/programme level and work with partners, ESAC, as well as IVCC staff to ensure timely risk mitigation 4 Relationship Management Communicate in a compelling manner with stakeholders – partners, funders, regulators, policy makers to outline strategies, risks, issues and consequences and problem solving Ensure issues relating to partner relationships projects, are addressed and resolved in a timely manner involving the wider IVCC team as needed Work closely with stakeholders to ensure clear alignment on timelines, costs, risks, alternative pathways and resource scheduling MANAGEMENT RESPONSIBILITIES KEY RESPONSIBILITIES KEY ACTIONS These set out how the Key Responsibilities will be achieved 1 Team and matrix management Provide support to the Director Technical Development and Technical Team as required to help guide and ensure technical activities are resourced appropriately in order to meet project goals in a timely manner Contribute guidance and support for market reports, strategies and projects to guide the development of vector control products Provide support and leadership to IVCC staff in a way that supports IVCC’s culture, mission and values FURTHER RESPONSIBILITIES KEY RESPONSIBILITIES KEY ACTIONS These set out how the Key Responsibilities will be achieved 1 General Promote equality of opportunity and inclusive practice in all aspects of work undertaken Act in a manner that safeguards children and/or vulnerable adults as applicable to the role Any other duties commensurate with the grade and nature of the role Page 3 of 4 Role Profile: Deputy Director Portfolio Management : July 2020 PERSON SPECIFICATION COMPETENCY CRITERIA ESSENTIAL/ DESIRABLE ASSESSMENT Qualifications, Training & Knowledge MSc in Chemical or Biological Sciences Essential CV / Application form PhD in Chemical or Biological Sciences Desirable CV / Application form Experience Proven experience and history of success in product development, ideally in the agrochemical/public health industry. Understanding of and familiarity with product development processes, regulatory issues, delivery pipeline complexity Strategic and conceptual thinking, comfortable in situations of uncertainty, and to develop scenarios Proven ability to drive tough portfolio decisions and to manage the conflicting interests that arise from that process. A familiarity with the subject of insect control and in particular chemically based strategies Strong communication skills: comfortable with communicating as a peer to large audiences and senior experts, from different organisational perspectives: industry, CROs, regulatory, academia. Able to hold discussions about open topics. A familiarity with public health challenges, malaria and NTDs Desirable CV / Application form/Interview Experience of working in cross-functional teams in a complex international business environment.
