Head Portfolio Air Command

Description

The Head Portfolio, Air Command will lead the design, development and operation of a fully integrated Air Portfolio Office from inception to full operational capability. You will be directly accountable to the newly established Assistant Chief of Air Staff (Plans), a director-level equivalent. You will lead a blended team of military personnel, civil servants and potentially external assistance staff. The full range of staff to be managed will develop under a collaborative agreement with ACAS (Plans) during the Air Portfolio Office design phase.

Key Responsibilities: 

  • Establish and deliver an ambitious Air Portfolio organisation and P3M framework cohering all Programme and Project activity across HQ Air Command.
  • As the senior Project Delivery professional across the RAF, you will be responsible for the creation and sustainment of a world class capability establishing an effective enterprise Air Portfolio Office function responsible for the assurance of Project Delivery activity across a large and complex portfolio.
  • Engage with all elements of the HQ Air Command Senior Leadership Team (SLT), other Top Level Budget Air Portfolio Office’s across defence and senior Head Office leaders; specifically, in relation to the emerging Defence Transformation programme.
  • Deliver Air Portfolio Office strategy, structure and processes to support the Chief of the Air Staff’s vison and objectives set out in the RAF Strategy and RAF Command Plan.

About You:

The ideal candidate will need to demonstrate their capability and potential against the following criteria:

  • Demonstrable experience of managing similarly complex Portfolio environments.
  • Formal professional qualifications in Project, Programme and Portfolio Management (P3M). Management of Portfolios® and Managing Successful Programmes® are suggested, but other equivalent qualifications may also be considered.
  • Strategic judgement and clear decision making.
  • A high degree of personal and professional confidence with the ability to influence, persuade and negotiate with internal and external stakeholders. 
  • The necessary leadership ability to inspire their team to work collaboratively with other enabling functions within HQ Air Command and across the Defence community. They will be a champion and advocate for the RAF where this is required.

Desirable

  • Qualifications and experience in Benefits Realisation methodologies, AgileSHIFT, Senior Leadership/Management, Organisational Design, Change Management, Risk Management.
  • Whilst previous knowledge of the RAF and wider Defence is desirable it is not essential. Our priority is to recruit a high calibre individual who has a track record of designing and delivering complex organisational change and is comfortable in doing so at pace.
