Join us as a Construction Assurance Manager and youwill play a key role in the delivery of Highways England Capital InvestmentSchemes by representing the companies interests on civil engineeringconstruction and maintenance sites. The role will be based in Warrington or Preston and you will be reporting directly to the ConstructionManager, you will actively ensure construction schemes are delivered in linewith time, cost, quality and safety standards, and customer experience is notadversely impacted. You will be required to drive as part of your role and you will need to have a full clean driving license to be considered for this position and during employment.
What you'll be leading on
• Assuring thecompletion of planned works to agreed standards and escalate any concerns tothe Construction Manager, in line with agreedgovernance agreements
• Ensuring that allworks are constructed in line with: CDM regulations, HSE Legislation, Chapter 8requirements, Design Manual for Roads and Bridges (DMRB) and Manual of ContractDocuments for Highways Works (MCHW).
• Ensuring ProjectManagers receive regular and timely feedback on scheme construction progress,risks, early warnings, design related issues, and act as the initial point ofescalation for any on-site issues that need to be resolved.
• Acting as liaison engineerbetween all key supply chain partners and co-ordinate the delivery programme,ensuring buildability reviews are carried out on all projects.
• Attend buildabilitymeetings as and when required to ensure designs are LEAN and fit for purpose.
• Maintaining goodliaison with Project Managers and Commercial & Procurement colleagues,providing relevant and timely information on Early Warnings and CompensationEvents
To be successful
• Proven highways/structures maintenance/constructionexperience; experience of working on high speed Trunk Road/Motorway Networks isdesirable
• Good understanding of the DMRB, MCHW, Chapter 8 and CDMRegulations
• Institution of Occupational Safety and Health (IOSH) or SiteManagement Safety Training Scheme (SMSTS preferred)
• Ability to execute tasks independently, yet workcollaboratively within a teamand respond to management guidance &support. You will also have excellent communication and interpersonalskills in dealing with multiple stakeholders
• Computer literate with knowledge of MS Office Excel, Word,Project and Outlook

To provide management, undertaking and pastoral care for a team of Highways England construction staff involved in overseeing Construction Works Framework (CWF), Category Management (CAT MAN), Maintenance & Response (M&R) and 3rdparty contractors' quality and H&S compliance in the delivery of construction works. The role may be required to work unsociable hours.
To ensure the health and safety needs and wellbeing of employees, contractors and all parties involved in the projectare fully considered and accounted for throughout the construction process.
To provide direction and line management to a team, ensuring timely setting of objectives, performance management reviews, and development of appropriate recruitment,succession and development plans.
To sign off completion of works or necessary deviations from planned works, in line with agreed tolerance and governance levels, escalating to Project Managers and Construction Manager when required.
To develop and maintain good liaison with Project Managers and Commercial & Procurement colleagues, providing relevant and timely informationon scheme construction progress, risks, early warnings and issues, and act as the initial point of escalation for any on-site issues that need to be resolved.
To represent the interests of Highways England on construction site(s),ensuring all contractors maintaincompliance withrelevantHighways England policies,proceduresand Quality Management System (QMS)at all times,and take actions to resolveand/or escalatenon-compliance.
To represent the interests of Highways Englandwith regard tocustomer service and ensure all works are undertaken with due regard to the needs of the local population within the immediate vicinity of the works and the travelling public as a whole.
To ensure that construction works comply with CDM regulations, HSE Legislation and Chapter 8 requirements, ensuring that Principal Contractor (PC) duties are properly discharged by the relevant parties.
To proactively identify and implement continuous improvements which eliminate, reduce or provide greater control for risks arising during the construction phase of a project.
To provide subject matter input and inform solution design and work packaging to reduce / eliminate risks to health and safety and improve buildability during construction.
To proactively identify opportunities for efficiencies in the construction of schemes.
To support the evaluation and selection of construction delivery partners and suppliersensuring performance and quality expectations are clearly defined and measurable.
Facilitate and / or undertake co-ordination of winter maintenance treatments within works with Regional Operations Centre.
Sign off for completed works and/or necessary deviations, in line with agreed tolerance levels and governance framework.
Escalates significant supplier performance issues to Project Managers and Construction Manager.
Provides assurance and challenge to CWF, CATMAN, M&R and 3rdpartysuppliers' construction works' quality and timeliness.
Supervision of works in accordance with contractual terms.
Recommend improvements in the development of related processes and approaches.
